How tilt_controller works?

I was working though the tilt_controller here: http://wiki.ros.org/dynamixel_controllers/Tutorials/CreatingJointPositionController and I was wondering how you give it a specific angle to go to? Because I can only have it twitch between roughly 180 and 190 degrees ccw from the base of the motor. I.e say I wanted to have it tilt at a 60 degree angle, what command would I give it?
